Did the FHSAA come up with this system?

It looks like the NCAA  contacted the FHSAA over the summer and came up with some stupid system to replace the RPI in basketball

C'mon, badbird.  You know that can't be true.  There's not a single winless team in the top 25, and I didn't read the first thing about a coin toss anywhere.
