The running clock is mandatory at any point in the game with a 35-point spread.
The running clock is only mandatory after halftime. In the first half it is allowable by agreement of both coaches. This changed in 2014 where it was an option in the third and mandatory in the 4th quarter only.
EDIT: In the state of Florida...

I wasn't aware it was used for state championships
Is it done in florida because if so this is the first I've ever heard of this

It's kind of strange; I don't think we have any 6A schools in the Central Florida (Orlando) area.
Lake Minneola & Gateway are both 6a in Central Florida. Lake Minneola used to play up with their South Lake County neighboring schools. But with the mandatory assignments you have Lake Minneola in 6a, South Lake in 7a and East Ridge in 8a.

So sad man so the bolts that electrocuted the husband went threw him and killed the wife just by simply touching him ?
General rule is you never touch someone who is being electrocuted. You shut off the power that is electrocuting them or use something non conductive to separate the person from the source of the electricity.

Yes the game was played Tuesday night because it was a Hurricane Ian makeup game and yes both teams will play 3 games in 8 days (like most teams in Central Florida have at least once over the past month).
