										<content:encoded><![CDATA[<p>This is a list of counties and schools (public and private) of when they will start practices and when they will hold their first game. Please note that just because the FHSAA says that August 24 is the first day practices can start is not when all will start. This also holds true that the first game date is set for September 4 does not mean all schools will play their first game on that date.</p>
<p>The breakdown is county-by-county in ABC order. The information listed will be for the public school district. After that for under each county, private, lab, and charter schools will be listed as they may choose to start on a different date.</p>

										<content:encoded><![CDATA[<p><strong>GAINESVILLE, Fla. &#8211; </strong>The FHSAA Board of Directors has green light the fall sports season.</p>
<p>In an 11-5 vote by the Board of Directors in the board&#8217;s third emergency meeting that has been held regarding how to go forward with the sports calendar for the 2020-2021 sports calendar in what was nearly a four-hour-long meeting.</p>
<p>The meeting, which was held at the Best Western Gateway Grand in Gainesville, the Board of Directors spent nearly two and half hours making amendments and motions along with discussion before finally coming to a vote around 12:30 p.m. Eastern Time.</p>

<p>In a motion made by Carlos Ochoa, Athletic Director at Hialeah Gardens, it supported Option 1 as on the table with amending of including an opt-out date of September 18 for the state series, instead of the October 12 opt-in date for the state series as originally proposed.</p>
<p>After lengthy discussion including information from Dr. Jennifer Manynard from the Mayo Clinic in Jacksonville, the chairperson of the Sports Medicine Advisory Committee, explaining that only one county in the state is under the 5% positivity rate for COVID-19 infections. However, that was not enough to sway the board to go with their preferred option of Option 3B.</p>

<p>Option 1 presented a plan to keep the August 24th start date with games starting the week of September 7, which would start with Week 2 games that would have been played on August 28. It also pushes the season end week back by one week to have it end on November 6 instead of October 30.</p>
<p>In this plan, all Kickoff Classics and Week 1 games would be outright canceled but could be rescheduled later on, if permissible. Also, the FHSAA noted on the plan that if a county has restricted travel to county-only, they would be required to notify the FHSAA and opposing schools on the schedule regarding this issue.</p>
<p>Another change in the Option 1 plan would mean no district games and the current classifications, districts, and regions would all be abolished and allowing teams to instead opt-out by the September 18 date. Classifications would be redrawn likely after the FHSAA&#8217;s Board of Directors meeting in September once it is known how many schools would participate at that point. It would continue with the current FHSAA rule of splitting the smallest 1/3 of the schools in Class 2A through Class 4A, while the Largest 2/3 of the schools going to Classes 5A to 8A. Class 1A Rural would remain unchanged with this plan.</p>
<p>And with all teams that commit to the State Series, all teams would earn a playoff spot.</p>
<p>As such, all teams that earn a playoff spot would be broken down by region with the playoff seeds being determined by a blind draw and home teams would be determined with a coin flip. Now if more than 8 teams per region for Class 1A-4A  or more than 16 teams per region in Class 5A-8A, the Week 11 game would become a play-in State Series game, although it is unclear how that would work.</p>
<p>It should also be noted that if a team is currently independent, they will remain independent and teams that opt out of the State Series or lost in the first three round of the playoffs, they may play games up to Saturday, December 5, which would allow teams to make up games to get to a 10-game total.</p>
<p>The Board of Directors also voted 10-6 to recommend a COVID-19 waive in the EL3 form package, but not require it while also voting 16-0 to require watching a safety video on COVID-19 and produce a certificate showing they watched it as part of the action items and new business that was brought up after the main vote.</p>
<p>Bobby Johns, Wewahitchka Athletic Director and Head Football Coach was also recognized for his service as the departing Board President by FHSAA Executive Director George Tomyn.</p>

										<content:encoded><![CDATA[<p><strong>GAINESVILLE, Fla. </strong>– Come Friday, the Sunshine State should hopefully an answer to what the future of fall high school athletics will look like and potentially for the rest of the 2020-2021 academic year if other options are considered while the COVID-19 pandemic continues to hit Florida.</p>
<p>With this most likely being the most important single decision resting on the shoulders of the 16-member Florida High School Athletic Association Board of Directors in the association’s 100-year history, it is clear that no single decision will make everyone in the Sunshine State happy.</p>
<p>As such, we preview what is how we got to this point, what has been going on, and a look at the options on the table for Friday that will be in front of the FHSAA Board of Directors</p>
<h3><strong>HOW WE GOT TO FRIDAY’S MEETING</strong></h3>
<p>We go back to June’s FHSAA Board of Director’s meeting to get a sense to where and how it got us here to this point in the process of what would happen with fall sports overall.</p>
<p>In that meeting back on June 9, President-Elect, now FHSAA Board President Lauren Otero, Assistant Principal, Administration at Plant High School in Tampa requested a task force be formed regarding fall sports and any possible changes to the FHSAA Calendar.</p>
<p>As such, two weeks later, the first of three Fall Sports Task Force meetings were held via Zoom with a group of selected athletic directors, officials, and doctors that came together to discuss ideas and thoughts regarding different parts of the state regarding COVID-19.</p>
<p>While nothing was determined in the first meeting, some options were brought to the table at the second meeting with a discussion of a plan by Justin Harrison, FHSAA Associate Executive Director of Administrative Services that would have allowed schools and school districts to choose one of four options with the earliest start date being the original July 27 start date for fall sports practices that were set on the FHSAA 2020-2021 calendar.</p>
<p>The second meeting did end with the task force recommending pushing back the start of the fall sports season by two weeks to August 10.</p>
<p>By the third meeting, the plan from the FHSAA was reduced down to three option with the task force officially recommending pushing back the start date as recommended from the second meeting, but also recommending the FHSAA plan to the Board of Directors.</p>
<p>However, that plan would be all for not.</p>
<p>On the July 20 meeting of the FHSAA Board of Directors meeting held via Zoom, the FHSAA Board of Directors followed along with the recommendations of FHSAA Executive Director George Tomyn, who had been steadfast that the plan among the FHSAA staff was to keep the calendar as business as usual, to not approve the plan by voting it down 16-0.</p>
<p>That vote came on the heels of having a report read from the FHSAA Sports Medicine Advisory Committee that recommended an indefinite delay to the start of football and volleyball season which was voted on 14-2 to have that report read while thousands watched across Zoom and YouTube.</p>

<p>As such, the vote triggered off several hours of discussions and trying to formulate what was to happen to the start of fall high school sports.</p>
<p>In the end, recent past FHSAA Board President and board member Bobby Johns, Athletic Director and Head Football Coach at Wewahitchka High School made a motion to keep the calendar as is with the start date of July 27 if schools wish to start and others could join at a later date. The motion also had added that it would allow teams to past the regular season end date and during the state series.</p>
<p>That motioned passed 10-5.</p>
<p>However, with all of that, that vote would become an afterthought just 72 hours later when the FHSAA Board of Directors reconvened for another emergency meeting to review and potentially vote on the recommendations from SMAC.</p>
<p>In that meeting on July 23, a motion made by Douglas Dodd, who represents Sections 1-2 School Boards, as a member of the Citrus County School Board, made a motion to temporarily postpone all fall sports until August 24th, allowing conditioning to continue while directing FHSAA Executive Director George Tomyn to work with SMAC and present a plan at the in-person Board of Directors Meeting.</p>
<p>That motion passed 11-4, effectively reversing the vote from the previous meeting.</p>
<h3><strong>THE OPTIONS</strong></h3>
<p>Since after that meeting, the FHSAA laid out three options that each fall sports committee would get to review and would eventually be presented to the Board of Directors to review.</p>
<p>Those reviews came last week across all six of the fall sports that are impacted.</p>
<p>Now while each sport was presented Options based upon their sport, for the basis of this report we will focus on football since this is our primary focus.</p>

<p><strong><em>Option 1</em></strong></p>

<p>Option 1 presented a plan to keep the August 24th start date with games starting the week of September 7, putting most games to start on Friday, September 11, with Week 3 games on the schedule, if any team were to hold on to their current Week 3 opponent) but also pushing the season end week back by one week to have it end on November 6 instead of October 30.</p>
<p>In this plan Kickoff Classic, Week 1, and Week 2 games would be outright canceled. Also, the FHSAA noted on the plan that if a county has restricted travel to county-only, they would be required to notify the FHSAA and opposing schools on the schedule regarding this issue.</p>
<p>However, when the FHSAA released the agenda today, it appears that Week 2 games would appear to be saved with the first allowable game to be set for September 4 instead.</p>
<p>Another change in the Option 1 plan would mean no district games and the current classifications, districts, and regions would all be abolished and allowing teams to instead commit to the state series by an October 12 date and the classifications redrawn after that date. It would continue with the current FHSAA rule of splitting the smallest 1/3 of the schools in Class 2A through Class 4A, while the Largest 2/3 of the schools going to Classes 5A to 8A. Class 1A Rural would remain unchanged with this plan.</p>
<p>And with all teams that commit to the State Series, all teams would earn a playoff spot.</p>
<p>As such, all teams that earn a playoff spot would be broken down by region with the playoff seeds being determined by a blind draw and home teams would be determined with a coin flip. Now if more than 8 teams per region for Class 1A-4A  or more than 16 teams per region in Class 5A-8A, the Week 11 game would become a play-in State Series game, although it is unclear how that would work.</p>
<p>It should also be noted that if a team is currently independent, they will remain independent and teams that opt out of the State Series or lost in the first three round of the playoffs, they may play games up to Saturday, December 5, which would allow teams to make up games to get to a 10-game total.</p>
<p><strong><em>Option 2</em></strong></p>
<p><strong>NOTE: </strong>We mention this option as it was considered, but it will be not presented as an option to be considered at the meeting.</p>
<p>This plan would start the first day of practice after August, meaning September at the earliest with the first regular-season date coming two weeks after the first practice date. It would put the last regular-season date on November 28, which would be Thanksgiving weekend.</p>
<p>The plan here would eliminate the FHSAA State Series and would instead allow for regional or local FHSAA Tournaments and Events between November 30 and December 12.</p>
<p>In this plan, schools could keep games on the current schedule or reschedule games but does not do much of anything else.</p>
<p><strong><em>Option 3A</em></strong></p>

<p>The most drastic and radical option is the one involving drastically reducing sports seasons for all FHSAA sports and realigning some sports among three different sports seasons.</p>
<p>The plan as presented to the fall sports committees would start Season One, which would include football, would start practices on November 30 with first games starting December 14 and lasting through January 23. Season Two would start February 15, 2021, and Season 3 starting April 26, 2021.</p>
<p>However, as we mentioned in Option One, the FHSAA has now moved the first regular-season date up to December 11 under this plan.</p>
<p>Each of these options would work to keep the current format of the FHSAA state series or adjustments from the advancement committee and FHSAA Staff.</p>
<p><strong><em>Option 3B</em></strong></p>

<p>This option evolves out of some suggestions from the SMAC committee which we discuss some of the outcomes of that meeting below in what the committees said.</p>
<p>With this option, it would allow sports to start sooner than the Option 3A plan with a start date of October 12 with the first regular-season game date coming as early as October 23 which would be the current Week 10 if the 2020 season would have started normally.</p>
<p>As noted in this plan, SMAC said this plan would allow for schools to begin and allow the committee to review current trends on COVID positivity rates to determine if the October 12 start date would be appropriate. If it were to be determined that the start date is inappropriate, SMAC would continue to review positivity rates every two weeks and once rate and trend is appropriate, the sports season would begin two weeks after that date.</p>
<h3><strong>WHAT THE SPORTS COMMITTEES SAID</strong></h3>
<p>About two weeks ago, the FHSAA Fall Sports Committees meet regarding the options as mentioned above (again all sports had an Option One, but we have not seen all of them and how closely they mirror football).</p>
<p>Again, since we focus on football, we will focus exactly on what the Football Advisory Committee voted on.</p>
<p>As such, the Football Advisory Committee voted 9-0 to adopt Option One as the plan. However, a source close to FloridaHSFootball.com told us that other committees involving fall sports had a wide-ranging of votes regarding which of the options they would like to adopt and see the Board of Directors consider.</p>
<p>Last week, the Athletic Directors Advisory Committee meet and discussed all the options and reviewed what all the committees voted upon in regards to the options.</p>
<p>According, to FloridaHSFootball.com sources in what was non-binding and an unofficial vote which was taken among the 15-member committee.</p>
<ul>
<li>Option 3 was 1st choice by 8 of the ADAC members</li>
<li>Option 1 was the 1st choice by 7 of the members</li>
<li>Combined vote Option 3 was the first or second choice by 13 of the ADAC members</li>
<li>Options 1 &amp; 2 were the first or second choice by 8 of the ADAC members.</li>
<li>Option 2 did not have very much support as an option that was considered.</li>
</ul>
<p>With that, the vote was leaning towards more of an Option Three was in consideration with Option One remarkably close in support with Option Two not even on the radar or support of the ADAC.</p>
<h3><strong>WITHDRAWAL THREATS</strong></h3>

<p>With all of this going on, one county put the FHSAA on notice that they would consider withdrawing all of its schools from the association as a result of the votes.</p>
<p>Dr. Steve Gallon III, Vice-Chair of the Miami-Dade County School Board came out on social media the following day after the July 20th FHSAA Board of Directors vote that he would place an agenda item on the school board’s next meeting on August 12.</p>
<p>Some of the things cited in the agenda item included:</p>
<p><em>“A need to review M-DCPS’ relationship with the FHSAA has been raised as a result of their decision regarding schools’ start day for fall sports in light of the COVID-19 pandemic which has broken records of confirmed cases in Florida, and a recent dramatic spike in the number of confirmed COVID-19 cases —placing it among the highest in the nation. Miami-Dade County would lead the state in these numbers as Florida would break U.S. state records with 15,300. Miami-Dade County leading with a staggering 67,713 total confirmed cases with a positivity rate exceeding 28 percent. </em></p>
<p><em>Despite FHSAA’s obligation to consider the health, welfare, safety, and fair and equitable participation of students throughout the entire state, at its meeting of July 20, 2020, its board would vote 10-5 to “protect” and maintain its original fall sports calendar with a start date of July 27, 2020. This decision went against the recommendations of its own established Sports Medicine Advisory Committee (SMAC) that recommended an extension due to rise on COVID-19 cases in the southern part of the state. </em></p>
<p><em>This decision would also give rise to increasing concerns from school districts across the state such as those in South Florida and Central Florida as well as districts in the Tampa Bay area, Southwest Florida, Duval County, Marion County and Northwest Florida counties Escambia, Santa Rosa and Leon.”</em></p>
<p>As such, according to Colleen Wright at the Miami Herald, the school board unanimously voted for the bill. However, Colleen said the school board actually wants to collaborate with them before making a final decision to go forward on such a move.</p>

<p>There have been rumblings of other counties around the state threatening to withdraw from FHSAA membership, but nothing as of substantial of substance as what Miami-Dade County has done up to this point.</p>
<h3><strong>#WeWantToPlay MOVEMENT</strong></h3>
<p>Inspired by the college football level movement with the #WeWantToPlay movement, Jaydon Hodge, a Class of 2022 Safety at Forest High School in Ocala, took to Twitter with a message for student-athletes, coaches and most importantly the FHSAA when he tweeted the message below with this graphic that has since circulated around Twitter in the Florida high school football ranks:</p>

<p>That tweet then sparked off a petition from Jaime Kent, the father of Tampa Cambridge Christian middle linebacker Noah Kent, <a href="https://primetimepreps.com/2020/08/12/online-petition-urging-florida-high-school-sports-to-be-played-this-fall-gathers-more-than-25000-signatures/">according to Bob Putnam at Prime Time Preps</a>, a Tampa Bay-based prep sports website.</p>

<p>We reached out to Hodge, who spoke to FloridaHSFootball.com regarding why sparked the movement on #WeWantToPlay in Florida:</p>
<p>“What inspired me to start the FHSAA #WeWantToPlay was most definitely the senior’s all across the state with zero scholarship offers. I have some seniors on my team that is depending on this year especially to receive a scholarship from a school no matter if it’s D1, D2, D3, NAIA, or even JUCO. They just want this season to earn any amount of percentage of their college paid for whether it’s 10% or 100% to further their academic/athletic careers to the next level.</p>
<p>It is extremely important that we stay with Option 1 starting on August 24th as planned. It gives the seniors enough time to get evaluated by many different schools and most importantly it gives them enough time to play their last year of high school efficiently. There have been talks about The FHSAA pushing back the start date and going forward with Option 3 starting November 30th. We cannot go forward with this as some of our seniors&#8217; sign and enroll in college early in December, so that means that they will not be able to play and would be missing out on their final year of high school football.</p>
<p>We’re sending the message that #WeWantToPlay On August 24th, we’re just waiting on the answer,” Hodge said.</p>
<p>Following up, we asked Hodge about his thoughts regarding student-athletes in South Florida, where it may not be possible to have a season until much later in the school year and he had this to say:</p>
<p>“Yes, I’ve been concerned about them but I feel like if South Florida keeps following the right COVID protocols in place to continue having a safe workout and practice environment then they could have the possibility of playing and I’ve talked to multiple South Florida athletes about this same situation and they completely agree that if they follow the proper COVID protocols strictly they could play this season. By proper COVID protocols I mean temperature checks every day before entering the field house/weight room, wearing a mask while working out inside and outside, while inside no more than three student-athletes to a squat rack, bench bar, and power clean station, spray the bars before, and after a student-athlete uses it with disinfectant and when finished with the weight room make sure all weights, bars, benches, and floors are sprayed thoroughly,” Hodge said.</p>
<p>And finally, I asked Hodge his thoughts if the season starts and then randomly stops and told me “I know there is a possibility that the season might start and then randomly stop, but the amount of film the seniors have whether it’s from one game, two games or all the games makes a huge difference in whether they’re going to get evaluated to receive a scholarship to further their academic/athletic careers to the next level,” Hodge said.</p>
<p>As such, coaches also chimed in with their thoughts behind the #WeWantToPlay Movement, and here is what they had to say:</p>
<p>“I fully believe that parents should have the choice just as they do with their kids’ education. They have the brick and mortar option or virtual option. If a parent says their child can play sports or participate in extracurricular activities, then they should be able to. They also have the option to opt-out if they feel like that is their best option. I think the petition speaks for itself and how parents feel about it. We have not had anybody opt-out of workouts for any extracurricular activities this summer. That tells me exactly where the parents want their kids. We have protocols in place to keeps our young people as safe as possible and the parents here seek to be very secure in those protocols and our belief in the safety of our kids is paramount,” Madison County Head Coach, Mike Coe said.</p>
<p>And more of those similar thoughts trickled down from other parts of the state including that from new Winter Garden West Orange Head Coach Mike Granato.</p>
<p>“High school football is about more than a scoreboard. It is about more than just that moment that supposedly defines us on Friday nights. The world seems to be telling us not to be together. We take away sports and will be extremely difficult to continue to fight to break down the barriers that have taken centuries to break down. Kids and coaches from all walks of life come together on a field, a court, or a course to put differences aside and learn to work and serve one another for a purpose greater than themselves. And find out they are not so different in the first place. That is what sports does for the communities around the country. The effects of possibly not playing are already setting in. Kids are not happy and while coaches and parents fight to keep their spirits up, we keep hearing about what we aren&#8217;t allowed to do&#8230;together. We want to be&#8230;together. We want to work together. We want to play&#8230;together,” Granato said.</p>
<p>However, some South Florida coaches said that there needs to be more than just one option for the entire state from the FHSAA and that was expressed greatly by Ariel Cribeiro, Head Coach at Miami Goleman.</p>
<p>“In regard to the petition, I believe students deserve a season. The FHSAA needs to look at regional options, not every part of the state is at the same point in this pandemic. Flexibility should be key and we should not put a hard end date for a season. In Miami-Dade County, it would be completely irresponsible to have athletics while we can’t even attend school in person. Maybe for us, our window to play is January thru April. Maybe for parts of the Panhandle, their window to play is now. Flexible options allow for both constituencies to be happy,” Cribeiro said.</p>
<p>In all the message is clear that players want to play and the coaches want to play, as evident in this video Tweet from Starke Bradford, which is lead by Head Coach Brian Tomlinson.</p>

<p>As for the petition? It has nearly 35,000 signatures as of the publication of this article on Wednesday night.</p>
<h3><strong>WHAT DOES SMAC SAY?</strong></h3>
<p>As such, the FHSAA SMAC committee weighed in once again to the issue if high school sports for the fall can resume or not.</p>
<p>If you sense dark clouds on what they have to say, you would be right.</p>
<p>In a meeting on August 10, SMAC reviewed the season Options for the 2020-2021 school year, with the recommendation that a delay of the Fall sports season beyond August 24 in order to evaluate crucial data of COVID-19 3-4 weeks after schools opened.</p>
<p>In the report, SMAC said that only four of 67 counties had opened for classes as of August 10 when the report was written from the meeting.</p>
<p>However, it also should be noted that SMAC is in favor of Option 3 because of the additional time it would provide both schools and the FHSAA Staff to be ready for the season, as well as the SMAC for them for further evaluate epidemiologic data of COVID-19 after schools opened.</p>
<p>The also stated that Option 3 presents the greatest likelihood for a complete season, although condensed, occur for ALL sports without disruption.</p>
<p>At this time more than half the counties in Florida are slated to open the school year on August 24 or dates later up and until through August 31, the latest possible date a school district may open in Florida.</p>

<h3><strong>POLITICAL INFLUENCE</strong></h3>
<p>We must not forget the political influence that will certainly be considered in terms of what decision is going to come about on Friday.</p>
<p>Both Florida Governor Ron DeSantis and Marco Rubio, the Senior Senator from Florida in the United States Senate have both advocated that the August 24<sup>th</sup> start date be the day that fall practices start for fall sports around the state.</p>
<p>On Tuesday, Governor Ron DeSantis told people attending a roundtable session on sports at Florida State University stated in a recorded clip that he is in support of the August 24.</p>

<p>However, last week Rubio sent a letter to Governor DeSantis regarding high school athletics which was also sent to Florida Education Commissioner Richard Corcoran, Tomyn, and to the FHSAA Board of Directors.</p>
<p>The letter outlined ways high school football could be played and how some of the recommendations could also be applied to other sports, as well as ways for testing to take place and how to follow those recommendations.</p>

<h3><strong>WHERE DOES TOMYN &amp; THE BOARD STAND?</strong></h3>
<p>As it stands now FHSAA Executive Director George Tomyn is <a href="https://www.fhsaa.org/sites/default/files/orig_uploads/gov/board/2020-21/agenda/August/1-9.pdf">recommending approval of the Option 1</a> plan as presented to the Board of Directors and allows the ball to get rolling for the Fall sports season.</p>
<p>Tomyn is also recommending approval of an agenda item that will allow a school to request approval from the Executive Director to set aside requirements of Bylaw 8.8.1 in order to start practice earlier than the established date for a specific sport.</p>
<p>For that approval to happen four requirements would have to be met:</p>
<ol>
<li>The start date for a given sport season is delayed statewide for more than four weeks in comparison to the originally established date.</li>
<li>The school agrees to complete its season by the end of the regular season of the originally established calendar for that sport.</li>
<li>The school will not compete in that sport outside of the originally established season.</li>
<li>The school agrees to withdraw from the State Series in that specific sport.</li>
</ol>

<p>Tomyn will also present a proposed Consent and Release from Liability Certificate for COVID-19 which would be incorporated into the current EL3 packet that student-athletes must fill out on an annual basis. <p>As for the Board of Directors and where the vote could stand at for any option on the table is anyone&#8217;s guess and one that anyone could not and should not begin to guess.</p>
<h3><strong>HOW TO BE INVOLVED IN THE MEETING</strong></h3>
<p>You can be involved in the upcoming FHSAA Board of Directors meeting through these various methods which will start at 10:00 a.m. Eastern Time on Friday:</p>

<li>Attend in person at the meeting being held at the Best Western Gateway Grand in Gainesville located at 4200 NW 97<sup>th</sup> Blvd in Gainesville. It should be noted that there is strict enforcement of groups of 50 or more people per current Alachua County ordinances and as such capacity will be very limited and strictly enforced while following State, Local, and CDC guidelines. Public input will be accepted in-person, through sign-up on-site prior to the meeting.</li>

										<content:encoded><![CDATA[<p><strong>GAINESVILLE, Fla. – </strong>Right now, it is “muddy waters.”</p>
<p>That comment made by Florida High School Athletic Association Executive Director George Tomyn regarding a potential plan involving a return to play for high school athletics in the Sunshine State.</p>
<p>The FHSAA held its second Fall Sports Task Force Meeting via Zoom, Wednesday morning with the idea at least in a recommendation to study more in pushing back the start of practices for high school athletics to no earlier than Monday, August 10.</p>
<p>In an 8-7 vote that was recommended by Blountstown head football coach and athletic director, Beau Johnson, the plan would take an FHSAA plan that laid out four options for how high school athletics could proceed in different regions as presented by the FHSAA’s Associate Director of Athletic Services, Justin Harrison in conjunction with the start date of August 10.</p>
<p>The plan from the FHSAA would give schools and school districts various options of how to proceed with various sports seasons. This plan came about after one recommendation to approve a change in calendar start dates for fall sports on recommendations that came from the Florida Athletic Coaches Association was voted down.</p>
<p>The Florida Athletic Coaches Association’s recommendations recommended four different options that had a potential start date going from as scheduled all the way out to a September 8 start date for practices that would extend playoffs and state championships into late-December through mid-January.</p>
<p>Among other ideas was an idea of moving the sports seasons around that came in from Dung Nguyen, the Athletic Director for Miami-Dade County Public Schools. That plan was ultimately not considered as most agreed that flipping the seasons around could set up a “double-whammy” situation, especially for spring sports that saw their seasons canceled as a result of COVID-19.</p>
<p>However, the plan that was voted on and approved to be studied further is only in the recommendation and does not change where the FHSAA’s current calendar stands as of today that the first fall practices for most sports will take place starting Monday, July 27.</p>
<p>“At this time, no plan has been accepted, addressed or adopted. No final decision has been made”, Tomyn said as he made clear about the current July 27 start date still standing.</p>
<p>With the FHSAA plan, the start dates for a first regular-season contest will range with three different dates going from August 31, September 14, and September 21.</p>
<p>Under the options of the start dates, the state series would be kept intact, but it was noted even by FHSAA staff that have a state series for any sport is no guarantee at this time.</p>
<p>When looking at recommendations from FHSAA member schools and seeing where things stand, in a survey that was sent out to nearly 780 member schools, 178 responses said that schools would start between the slated August 10-14 dates that most schools are projected to have for opening school for the 2020-2021 school year. 122 said extracurricular activities would be allowed while 90 still had no decision on this. When it came to things regarding travel, the survey had a very mixed bag of responses with 73 saying they have travel restrictions, 70 said no, 69 are still unknown. Some will not be allowed to travel, or travel to a specific area.</p>
<p>Other points made during the meeting:</p>
<ul>
<li>Duval County Public School Athletic Director Tammie Talley is recommended that state championships be held a school site on a neutral field instead of the central sites. However, that was tied into the FACA proposals on calendar dates.</li>
<li>Collier County’s Coordinator of Interscholastic Athletics, Mark Rosenbalm said that football needs to be able to go off with fans because football is the biggest revenue sport for most #FHSAA member schools. Budgets would be devastated if fans are limited in attending games. &#8220;If the football season doesn&#8217;t go without a hitch&#8230; it&#8217;s going to devastate most of our budgets and we&#8217;re going to have to figure something out.&#8221;</li>
<li>John Scarpino of the Mid-Coast Officials Association is saying that different policies will most likely be needed for indoor vs. outdoor spots and contact vs non-contact sports as well as looking at geography. Scarpino also recommended some protocols for football officials, but nothing official at this time.</li>
</ul>
<p>It is unknown when the FHSAA will schedule a Board of Directors meeting to take up this recommendation or if the FHSAA will require the Fall Sports Task Force to meet again if more things are needing to be reviewed at this time.</p>

										<content:encoded><![CDATA[<p><strong>GAINESVILLE, Fla.</strong> – The Florida High School Athletic Association convened its first meeting of their Fall Sports Task Force on Tuesday afternoon to find ways to help schools be able to return to play as a result of the COVID-19 pandemic via Zoom.</p>
<p>The task force came about through the FHSAA Board of Directors meeting two weeks ago and was highly advocated and led by FHSAA Board of Members President-Elect, Lauren Otero, who is the Assistant Principal of Administration (which oversees athletics) at Plant High School in Tampa.</p>
<p>From the onset, the biggest priority that was raised in the meeting was about safety.</p>
<p>Things regarding the safety of players, coaches, and officials were raised many times during the meeting which lasted for nearly two hours.</p>
<p>From the early going of the meeting, a lot of the task force committee members expressed concern about the ability to be able to start on time as some schools districts in different parts of the state have been able to begin offseason workouts in small groups</p>
<p>Pam Romero, who was representing Palm Beach County on the task force said that everything has been tabled for a July 6 return of student-athletes to start fall workouts in their county which means they are unlikely to be able to be ready when fall practices start on July 27 for various fall sports including football and volleyball.</p>
<p>Romero’s comments were also echoed by Rocky Gillis, the Athletic Director of Broward County and Carlos Ochoa, the Athletic Director at Hialeah Gardens High and FHSAA Board of Directors member. They both have said their student-athletes have not been permitted to return to campus yet and there is no timeline as to when.</p>
<p>But with those comments from South Florida, came comments of how different things look across parts of North Florida and into the Panhandle from Blountstown Athletic Director and Head Football Coach, Beau Johnson.</p>
<p>Johnson said that a lot of schools in the Panhandle have been able to start with their offseason workouts and have not had as much of an issue.</p>
<p>However, Johnson did ask if the FHSAA had ever stopped the rest of the state when a hurricane hit regarding a start date and with the knowledge of the FHSAA Staff, that answer was a no.</p>
<p>What might have been the biggest point of contention in the meeting is the fact that the FHSAA is holding steady to the plan that the FHSAA plans for fall sports to start on time following Governor Ron DeSantis and the Florida Department of Education’s plan to have schools reopening on time in the fall despite the fact of the rising number of COVID-19 cases in younger people over the last two weeks across different part of the state.</p>
<p>The start date of July 27 was echoed as the plan by FHSAA Executive Director George Tomyn many times during the task force meeting. Tomyn told the task force that it would be “inappropriate to go against the recommendations and plan Governor DeSantis and FLDOE has set for reopening schools on time.”</p>
<p>With that in mind, several task force members were asking if there was a Plan B including that from Duval County Public Schools Athletic Director, Tammie Talley, who was also very critical about the lack of guidance from the FHSAA Staff over the last couple of months, especially after when spring sports were canceled in mid-April.</p>
<p>However, a published Plan B does not appear to be available at this point, according to the FHSAA.</p>
<p>The lack of a Plan B lead to more questioning including if teams couldn’t play a contracted game, especially in football where contracts are highly regarded given the gates that football generates and how they are able to fund the rest of the athletic program at most schools. Tomyn told the task force that they “would not hold schools fee to the fire and will work with schools if they can’t start on time with the season.”</p>
<p>With that in mind, there are a lot of questions still at this point if schools will be able to travel outside a region or even across the county line to play a game. Gillis also made mention that the Archdiocese of Miami has already told all their high schools that they will not be allowed to host any out-of-state teams, at least regarding fall sports. Other schools across the state have also seen out-of-state games canceled in football that was slated to be some big-time matchups for the 2020 season.</p>
<p>Given those facts in hand, the task forced asked for FHSAA Staff to send out a survey to Superintendents in all the school districts across the state as well as school headmasters at private schools to encompass all of the FHSAA membership with a variety of topics to see where schools stand in returns of reopening and being able to return to play.</p>
<p>As for what could the FHSAA State Series in various sports look like? There was a hint that things may not look normal depending on what course of action is taken.</p>
<p>Tomyn told the task force that a traditional format might not be held as they have been in the past. That led to some of the task force bringing up suggestions including Johnson and Talley suggesting at Regional/Sectional championship format could be best served as a format for postseason play in various sports.</p>
<p>The way to determining who would make a postseason playoff bracket of any kind was also brought up given every major team sport uses a ranking like the RPI in football or MaxPreps rankings in volleyball, among other sports in other seasons, and the game requirements.</p>
<p>As it appears now a lot of schools may not be able to meet the 10-game requirement in football given the issues of schools all not being on the same page regarding offseason workouts and conditioning.</p>
<p>The task force made it clear that they did not want to see a school punished for not meeting the requirements or any minimum requirements in any sport.</p>
<p>It was also made clear that sports like Cross Country, Golf and Bowling might be able to stay the course starting things without much modification to things as the sports are individual sports whereas football and volleyball will need to see modifications, especially since football is a full-contact sport and volleyball is played in close contact with others indoors.</p>
<p>However, at this point, there has been no discussion among the FHSAA Staff to move any fall sports to a different season to help accommodate things during the ongoing COVID-19 pandemic.</p>
<p>But things did not end there with regarding safety and potentially changing things for different sports.</p>
<p>John Scarpino of the Mid-Coast Officials Association sounded the alarm on things for officials in this state as the average age of officials across Florida is 53 years of age which puts a lot of officials into the high-risk range with COVID-19 impacts.</p>
<p>Scarpino wanted to see more from the FHSAA regarding the protection and safety of officials. At that point, the FHSAA made it clear that there are no plans at this time regarding requiring a face mask used during competitive play.</p>
<p>With no clear plan in place, Scarpino was tasked by Otero to come up with recommendations on research he will do regarding officials as USSAA and AAU among other groups are hosting some youth events in different parts of the state this summer.</p>
<p>The next FHSAA Fall Sports Task Force meeting is scheduled to take place on Wednesday, July 1 at 9:00 a.m. Eastern time via Zoom along with a potential of a live stream on YouTube as well.</p>

										<content:encoded><![CDATA[<p><strong>GAINESVILLE, Fla.</strong> – The Florida High School Athletic Association continues to evolve the sport of tackle football as the Board of Directors voted to approve a six-quarter rule for programs to utilize starting for the 2020-2021 school year during the FHSAA Boards of Directors meeting via Zoom on Tuesday afternoon.</p>
<p>The vote to add Policy 6.1.3.1 which would allow schools across the state to apply to the FHSAA football administrator to waive the 1 game per week requirement, which has been a standard rule for many years in Florida.</p>
<p>With the vote, it means a lot of struggling programs that have not had the terms of the numbers to field both varsity and sub-varsity teams which have been seen as a factor for the quality of development for an overall program at many schools across the state.</p>
<p>One thing in the vote that should be noted is that classification size will not be a factor for a team getting approval to be able to use the six-quarter rule. Instead, history of performance and current and past roster sizes will be used as the criteria for schools in the application process.</p>
<p>However, with all of that, the FHSAA Sports Advisory Medicine Committee is recommending that at 24-hour rest period be given between playing a sub-varsity game and a varsity game. That would mean playing a sub-varsity game on Wednesday and playing a varsity game on Friday. The committee did raise concerns about fatigue, heat exposure, and increased exposure to injury, as well some sub-varsity games would see stronger players moved down issuing concern about gamesmanship but overall felt there are many benefits for the rule.</p>
<p>As for now, the clock for a week would start on a Monday and end on a Saturday at this time in terms of how the six-quarter rule would be followed per the FHSAA’s guidance.</p>

										<content:encoded><![CDATA[<p>We are happy that we will be a part of the 2020 National High School Helmet Tournament that will decide which helmet from one of the 50 states has the BEST OVERALL HELMET in the country.</p>
<p>However, in order to get there, first, the state must decide which team has the BEST OVERALL helmet in the Sunshine State. We will start doing that over the course of the next week starting Tuesday, June 2.</p>
<p>Here are the details on how all of this will work:</p>
<p><strong>BRACKETS:</strong></p>
<p><strong><u>2 brackets</u><br />
</strong>Large Schools (5A-8A)<br />
Small Schools (1A-4A)</p>
<p>Independents including SSAC programs (11-man &amp; 8-man) will be placed in the proper bracket based upon their 2018 FHSAA enrollment numbers.</p>
<p><strong>RULES:</strong></p>
<p><strong><u>Which helmets are selected to compete in?</u></strong></p>
<ul>
<li>All 8 2019 FHSAA State Champions are automatically entered and will anchor a top seed in a quadrant either in the Large School or Small Schools Bracket</li>
<li>Helmets submitted by coaches will be automatically entered for the Play-In round</li>
<li>Other helmets entered will be selected by FloridaHSFootball.com. The helmets selected are unique that use a school logo or uses a unique decal that is not considered generic and can be picked out through one of the many decal manufacturers.</li>
<li>Helmets that are plain in color (except those that are a current FHSAA State Champion), or very basic with numbers and letters of a generic design or as stated using a generic decal will least likely be selected to compete in the tournament.</li>
<li><strong>HELMET RESEARCH: </strong>com has researched nearly 600 helmets for this tournament and has either mockups already created or photos of helmets to be mocked up as closely as possible. The buck stops here when it comes to the determination of who is selected and who is not.</li>
</ul>
<p><strong><u>Voting Rules</u></strong></p>
<ul>
<li>All voting rounds will last 24 hours in each round except for the State Championship round that will determine the winner who will represent Florida in the National Helmet Tournament later in June.</li>
<li><strong><u>All voting will take place via Twitter at <a href="https://twitter.com/FlaHSFootball">@FlaHSFootball.</a></u></strong></li>
<li>Matchups via Twitter will be posted on FloridaHSFootball.com for viewing. You must have a Twitter account to be able to vote.</li>
<li>The State Championship voting round will last for 48 hours.</li>
<li>During the Elite 8, Final 4, Bracket Championship and State Championship Rounds, voting timestamps will be recorded via screenshot with help from the National Helmet Tournament. Any evidence of vote tampering will force a reduction in the vote count for that team. Tampering includes being down by a significant margin and then going into the lead in a matter of several hours among other things that can indicate potential tampering as determined by us and the National Helmet Tournament.</li>
<li><strong><u>TIES:</u></strong> In the event that there is a <strong><u>TRUE</u></strong> tie (<u>which means more than one bar is highlighted blue via Twitter</u>), a run-off poll lasting no longer than 2 hours max will help determine a winner to break a tie.</li>
</ul>
<p><strong><u>Play-In Determination Rules</u></strong></p>
<ul>
<li>Teams will be selected in a random order draw for the Play-Ins for their respective bracket.</li>
<li>Groups of four will compete for a Play-In Spot. The winner will advance to the Round of 32 for their bracket.</li>
<li>In the event in of a tie between two or more teams, please refer to the rules regarding ties under the Voting Rules section.</li>
</ul>
<p><strong><u>By The Numbers</u></strong></p>
<ul>
<li>4 Quadrants per bracket</li>
<li>Pods of 4 for Play-Ins – A total of 7 Play-ins Per Quadrant Per Bracket (28 Play-Ins Per Bracket)</li>
<li>An FHSAA State Champion is a seeded top overall in each quadrant in each of the respective brackets.</li>
<li>112 teams will compete in the Play-In Round in each bracket (224 totals teams in the Play-Ins between both brackets).</li>
</ul>

<p>June 2 – Play-In Round – 24 hours</p>
<p>June 3 – Round of 32 – 24 hours</p>

										<content:encoded><![CDATA[<p><strong>GAINESVILLE, Fla. – </strong>The first-ever Florida High School Athletic Association (FHSAA) Flag Football Advisory Committee took place today via Zoom instead of the FHSAA offices in Gainesville as result of the continued social distancing practices as a result of the COVID-19 pandemic going on around the world.</p>
<p>One of the biggest topics to come out of the meeting is the discussion of expanding the state tournament playoff structure which was an action item for the agenda.</p>
<p>The discussion of expanding the state tournament playoff structure for flag football has been one that has been a topic of discussion going back at least a decade for the sport but has not been acted upon as flag football along with other sports like lacrosse, boys volleyball and water polo had been classified as a recognized sport by the FHSAA. During the 2018-2019 school year, that changed when the FHSAA moved all the sports that were recognized to the sanction status.</p>
<p>The proposal by Mandarin Flag Football Head Coach Larry Yudin, who is one of the eight representatives that serve on the committee, said it was time to add the runner-up teams from each district to the playoffs. Other coaches mentioned their support and the support of many others from the regions they represent the need to do this.</p>
<p>Jeremy Hernandez, the Assistant Director of Officials, who is also the Flag Football administrator for the FHSAA, reminded the committee that this process would take two years to go through as it would take two rounds of votes from the Flag Football Advisory Committee and from the Athletic Director Advisory Committee (ADAC) before receiving a final vote from the Board of Directors.</p>
<p>However, while also discussing this option, the option of potentially using an RPI ranking similar to football or using the FHSAA modified MaxPreps formula, which is used by other major team sports including Basketball, Volleyball, Soccer, Baseball, and Softball was discussed as possible options. Either of these options to be used instead of just sending runner-up teams into the playoffs would allow the district tournament to expand from the top four teams used currently to including all teams in a district.</p>
<p>One major sticking point though in using ranking formula is that a lot of the coaches in the committee were against eliminating the required district games as the other major team sports outside of tackle football are doing now, but nothing was decided on this part as the FHSAA is still working out details how it could be potentially implemented in Flag Football and other sports that do not currently use a ranking formula.</p>
<p>The proposal as proposed by Yudin moved forward by a unanimous vote for the time being which will move to the ADAC in the fall, which if they vote on it to pass will return to the Flag Football Advisory Committee in 2021.</p>
<p>The other action item on the table in the meeting including changing some language regarding the jersey belt color and shorts color, which currently states that the jersey color and the belt color cannot match which causes issues if the shorts match the jersey belt color as worn by players. The issue was more to help officials determining what is a legal uniform and what is not legal for a game. They recommended adding wording by phasing out black belts on black shorts and giving a time frame to potentially sunset the black belts on black shorts for the 2021-2022 school year.</p>
<p>The uniform changes also passed by a unanimous vote of the committee.</p>
<p>Other items discussed:</p>
<ul>
<li>A discussion included adjusting the time schedules for the State Championship games in the future. This year’s FHSAA Flag Football State Championship game was scheduled to take place at Mandarin High School in Jacksonville on May 8-9. There is a high probability that Mandarin will be able to host the State Championship event in 2021.</li>
<li>Clock timing was discussed as an issue having the clock stop after all scores when the ball is dead until the other team has possession of the ball. It was discussed as bringing it forth as an action item for the committee to vote on in 2021.</li>
<li>A proposal by GMAC official Joe Underwood in adjusting the point after attempts on a touchdown was discussed, but the consensus was negative by the committee as they felt adjusting a lot of the major components of the game could have a negative impact with the growth of the sport going on and that Florida being looked at as the role model for the sport. The idea was to change the one-point try to the 3-yard line, two-point try from the 5-yard line and a three-point try from the 10-yard line. Currently the option for a three-point try is from the 20-yard line.</li>
<li>A Florida-Georgia All-Star game idea was brought into discussion as Georgia, which has recently started to sponsor girls flag football teams, is moving their season into the spring which aligns with Florida. The idea would be to get the 12 best players from Florida vs. the 12 best from Georgia. The idea was recommended to go over to the Florida Athletic Coaches Association for potential sponsorship as they handle all the state all-star games from most sports including Flag Football.</li>
<li>Discussion about the National Association of Intercollegiate Association (NAIA) sponsoring scholarship girls flag football at various schools around the nation in partnership with the NFL. Several NAIA schools in Florida including Weber International University, St. Thomas University, Florida Memorial University, and Keiser University are among 10 known schools planning to sponsor a team in 2021.</li>
<li>Jeremey Hernandez brought up that the National Federation of State High School Associations (NFHS) is starting at task force involving Girls Flag Football which could possibly lead to the sport finally getting recognized at the national level by the national association overseeing the states. The NFHS has already reached out to the FHSAA, but there is not many details available yet what the task force will involve.</li>

Preseason rankings criteria included where a team finished at last season, what they potentially brought back on a roster for this season, plus some results from preseason events.</p>
<p>We don’t expect the rankings to look like this by the end of the season and with districts much larger and parity in Girls Flag Football, we expect these rankings to change throughout the season with some new rules for the 2020 season, plus now an expanded 15-game schedule for a lot of programs around the state.</p>
