As many factors as possible to identify the candidates for "OPEN Division" should be used, but my thing it is easier to hit a target with a shotgun than a 22 caliber rifle.   Which is why college football increased the number of teams that get in and if you recall Miami snuck in over much criticism and almost won the whole thing.  In previous years they wouldn't have participated.  Increase the number to 16 which has been my take all along and you have at least mathematically a better chance to have the best teams at seasons end to be included in the group.  Simply put, more than 8 teams play the annual transfer game.  Just an "OLD TIMER'S" take.

Teams will be losing at the end of the season to drop out of the open 8.   If I'm Lake Mary and I'm sitting at #8 in the maxpreps rankings heading into the last week I'm losing.  Going to really happen in the other sports.  Relegation system is the only way to go and fair for all
