As many factors as possible to identify the candidates for "OPEN Division" should be used, but my thing it is easier to hit a target with a shotgun than a 22 caliber rifle. Which is why college football increased the number of teams that get in and if you recall Miami snuck in over much criticism and almost won the whole thing. In previous years they wouldn't have participated. Increase the number to 16 which has been my take all along and you have at least mathematically a better chance to have the best teams at seasons end to be included in the group.
