Baker wasn't any better. The thing is 5A is Miami Central, AHP a distant 2nd, and a bunch of average at best teams.

Looking at the data, seems the bigger the county the more likely it's a private school still in the playoffs.

I've thought about this and I think a better solution is to have more districts, keep the RPI, but limit districts to no more than 2 teams. You could also make an exception to this rule by taking a third team from a district in the rare instance they are 0.1+ higher RPI than a second place team in another district, thus having a provision to account for the extremely strong districts that might occur.
Region 3 class 5A is weak. Not a bit surprised Sebring is regional champs.

Sounds like Hardee County. Even when we were winning we never had more than 50.

At the start of the season I would guess at some of my picks and get them right. As the year progressed I'd research teams and make a pick based on common opponents, average margin of victory, etc. My picks started to fall off. I've gone back to just guessing.

If the 2 teams played one another the winner got the wildcard spot. Otherwise it was done by total wins of opponents. See reply to @muckboy561

Nope. Best w/l record. In case of 2 teams with identical records the tiebreaker was determined by either head-to-head match up if there was one or total wins of opponents played. Example: Hardee & Haines City were both 7-3 that year. Since we didn't play each other and the combined wins of Haines City's opponents was more they got in.

Who remembers the 1999 & 2000 seasons? Those two seasons there were only 3 Districts per region instead of 4. Districts had more teams, usually 7. District champs & runner-ups both got in the playoffs and two at large wildcard spots were reserved for the two teams with the best w/l record. I don't remember any teams with losing seasons getting in the playoffs and a few of the wildcard teams went deep in the playoffs those years.
