Yes. Consistency, the development of his talent, whether he goes out of his way to get his kids properly placed based on their abilities are all of critical importance. You don't need to win a state title to be exception at all of these.

Not all schools have the necessary talent to win a state title year in and year out. For some schools it happens, perhaps, once in 20 years or more. Assuming the coach is not "drafting" his talent on a regular basis, he does not have a lot of control over the talent he is given.
