yes...District champs host.  They will be the higher seed.

in fact the Athletic directors of school are the representatives for the schools that voted in favor of supporting the point system

im honestly not sure as i personally never saw the proposal  but i do know that the schools were represented by the athletic directors

So, are you telling me there was a big meeting where all the AD's from all the high schools got together an voted?  Was it done virtually?

The FHSAA gave a presentation by Frank Beasley about the proposed changes.  (I am currently unable to link to it) Coaches at the presentation were able to ask questions during the presentation. All Head coaches were then sent an online survey to voice concerns and give their opinion about potential changes. It further went to the Football Advisory Committee. From there it had to be approved by the Board of Directors of the FHSAA.

BigSandwich, while I am not a fan of the system as a whole, the FHSAA did almost everything they could to allow coaches to give an opinion and voice their concerns. Some of the concerns were heeded like keeping districts for the 5A-8A schools and allowing the district champion to host in the first round regardless of points. 

Again, not a fan of the system, and the FHSAA probably shepherded the policy through, coaches were given plenty of chances to stop it. They didn't.
