A lot of discussion on the board about teams with losing records,  or going winless, and making the playoffs in the smaller classes.  Since the smaller classes have fewer teams, why not treat them as half a class? So instead of 16 districts,  go to 8 districts.  Instead of 4 regions, 2 regions. Instead of 8 playoff teams per region, 4 playoff teams per region.  Two less playoff rounds, but thats how it was in the old days anyway.  Just an ideal.
