    And to your point. There really are only a few teams out there that "elite" or dominant every year.  Most schools have a few good seasons followed by a down year or two.  Likewise, most schools create their schedules for a two year cycle because that's how districts are done. When a school shows they're good most years,(this is especially true in the smaller classes), others don't want to play them. And the weaker teams usually stick to playing other weaker teams until they start winning.  This makes for a catch 22.  Here's some real examples: Clewiston, not really a weak team but because of past successes they find themselves playing a brutal schedule.  North Port, years of being everyone's homecoming game has finally decided to play some teams they can actually win. Good for them! I suspect next season they'll have to schedule a little tougher.  Same thing with Lemon Bay.  Hardee, (my team) also playing a very weak schedule but as someone else pointed out to me, some of those weak teams had a winning season last year.  
    The point I'm getting at is this: While a promotion or relegation system sounds good,  unless there is some measure to show that a team is vastly superior than the rest of their class I don't believe a team should be forced up because of a couple good years. And those who consistently struggle have the ability to schedule accordingly now.  Strength of schedule sounds good but when you schedule a team that had a winning season and now they are winless your stuck.

    To both of your points, remember back a couple of seasons the system used awarded points based off strength of schedule, which sounded good. However as was pointed out, St. Pete Gibbs was awarded points for getting running clocked by Lakeland who in turned was penalized by the system for playing a winless team. As I said then, all that proved to me was Gibbs had no business playing Lakeland.  Yet under that system it was better for a bad team to over schedule and get beat than to play teams along their own level.  It's almost like telling a student who struggles with basic math to take calculus because an F in calculus is better than an A+ in basic math.

    Unquestionably. Let's not forget the impact of winning or losing on a team's psyche. Ditto the impact on fans' perceptions of the program. A school that wins all of its games, and just has a few internet bozos criticizing their strength of schedule, is MUCH better off than one who drops several games albeit against significantly better competition. I'm dead serious when I say that parents and community members (and even many players inside the locker room!) make virtually no distinction between the Armwood Hawks and the St. Joseph's Prep Hawks, or the Lakeland Christian Vikings and the Miami Norland Vikings. The *only* difference they recognize is whether the team won or lost the game. Better to win!

    I generally agree.  
    Quick question:  how would you handle two-team and three-team ties?   Head-to-head ?   This would work for a two-team tie, but what about those situations where A beats B, B beats C and C beats A?  If both/all the teams would otherwise make the playoffs, we're only talking about seeding (but it could be the difference between getting a 4 seed and hosting a game vs. getting the 8th seed and playing the number 1 seed on the road).  But there could also be situations where only the district winner makes the playoffs and the other one or two teams would not.  I think I'd rather see a 1-quarter playoff on a Monday than have the 'who makes the playoffs and who doesn't' decision left to the computers.

    They could have kept the RPI formula for seeding and wild cards but districts should be decided on the field

    THANK YOU!! That has been my simple solution since I began participating on this forum.  All these other gymnastics being proposed have their own set of unintended consequences.  I have no beef against privates, but they operate under a different set of rules, thus should play in their own league.

    Yes this is the exact problem I have with this proposed open division.  As usual the FSHAA fixes something by proposing an even worse solution.  They are avoiding the root cause of all issues and that is recruiting/transfers.  It seems simple enough to separate school choice from athletics such that anyone is free to transfer for academics but they must sit out a year of athletics unless they moved to that school zone?  This doesn't solve the private school unfairness but just throw them into their own athletic association and be done with it.  Screw em.

    Imagine this: Let's say a really good program has been coming close but hasn't won a championship in their respective class yet. Then finally they got the team that just might win it, but by chance the computer ranks then 32 in the state. I for one would find that unfair. Especially if my team was 5a or 4a.

    Here's how I would do it. Using the traditional approach, create 7 classes based on population. Following the traditional approach, create 4 regions in each class. Then, assign a weighted power ranking to each team based on the prior 4 seasons.  The highest ranked team in each region moves up 1 class and the lowest ranked team goes down one class.  Then make the districts. Repeat process ever year but no one plays up or down more than one class than what they would otherwise be in.

    I think it was a post season game between Lakeland and the Miami all stars. A collection of players from Ponce De Leon, Miami Beach, and Miami Military Academy. And the 2nd string was from Edison. This was Lakeland’s season for 1935

    This is my uneducated understanding of what I think I read. Please help me with clarification. 
    1. Fhsaa will assign districts in 7 classes and 1 rural
    2. teams in each district are not required to play each other
    3. Fhsaa will use power rankings between the teams in each district to determine which 2 teams will play for the district championship.
    4. teams would only schedule 9 games and have to wait to see who their week 11 opponent will be, then scramble to get a game if they arent chosen for playoffs. How is that going to look?
    If what I understand above is correct, These are my assumptions or questions about this;
    1. scheduling one or 2 top tier teams and loosing to them will keep your rankings high as opposed to playing  middle of the road teams and beating them. 
    2. Teams with a weak schedule, could go 10-0 and not be considered for playoffs
    3. teams with an average schedule could go 10-0 and not make the playoffs, where a team could schedule all top 10 type teams and loose to them and have a better shot?
    4. how does this create parity?
    5. Are the districts going to be announced early enough, so when scheduling is to be done this can be taken into account. As I was already working on my next season schedule. That way teams have a choice on who they play in and out of district, if they so choose?
    6. this basically does away with independents. I would only think SSAC teams would opt out. 
    7. What happens if a team plays other teams in their district and beats them, but ends up with a lower power ranking. who then is the contender, head to head or power ranking?
    I may have more questions, but this is my understanding as I read it. I could have read it wrong as well. Thanks for helping me understand.

    It amazes me that the FHSAA can have a crappy system for years, finally figure out something that actually is a step in the right direction then decide
    "Hey you know what we should do? We should remove the very thing that's an improvement and then add 3 more things to make it worse!" 
    Then we can call it progress and rely on the aspect that is guaranteed to get voted down (open division) and keep everything else which will just take us back to three years ago when we had a system that had Miami Central and STA sharing a classification with rural teams like Baker County all because they have similar enrollment numbers 
    Nice thinking FHSAA! No wonder the rest of the country laughs at Florida! I get you can't fix the transfer problem but how can you botch this!!

    You've identified what I believe is the key issue in Florida.  Too many schools in close proximity to each other.  It's hard for a community to get behind a school when there are dozens within a few miles radius of where they live.  No sense of community identity.  Additionally, as someone already pointed out earlier, FL is a transient state with most kids parents being born somewhere else.  Both of these add up to very weak ties to any local high schools.
