Perhaps the latter. 

 

Or, perhaps, it is in regards to how many posts you have. Perhaps each dot means you have reached X amount of posts.

Yes, the dots indicate how many posts you have made.

 

The dots are actually called pips. Once you hit the max number you won't keep getting pips.

I got most posts by 1k over the number 2 person (Broward) so you might be right lol
