1S vs 1R question

I know this was discussed last year on this board but I forgot the details.  Why did the FHSAA create 1R when it appears to be a duplicate of 1S in population requirements?  1S requires 65 - 600 students while 1R requires 133-600 students.   Apologize in advance for asking a question that probably has been beaten into the dirt here before.

What happened was Baker High and Union County won a combined 7 state titles in the 80’s and 90’s beating the living crap out of privates year in and year out then teams like University Christian, North Florida Christian and Glades started to emerge and have some success and all of a sudden ITS NOT FAIR!!!!!!!! 
 

The Rural teams cried they can’t compete anymore even though that myth has been debunked. A few years ago a 1st round loser in 1A rural beat the state champion in class 2A (the old unofficial private school class). 
 

Last year rural class 2nd round loser Pahokee beat 1S State Champ First Baptist by 2 scores.
