Lack of Domination..

In football, we pretty much which teams are going to have "good" seasons. Bolles, Trinity Christian, Vanguard, Niceville, St Thomas Aquinas, Lakeland, Apopka, Plant, Miami Central, Northwestern, Cocoa. Now, it doesn't mean that they always win a state championship, but it is understood that they are going to be very good teams that will generally make the playoffs and put up a winning record. 

Does that same idea of playoff domination exist in other sports?
For example:
Bolles School swimming just won their 30th (Boys) and 27th (Girls) straight state championship. 
Archbishop McCarthy won their 7 state title in the last 8 years. 
Spruce Creek Girls Weightlifting has 9 state championships out of 15 years the sport has existed.
Spruce Creek Boys Weightlifting has 26 state championships out of 44 years the sport has existed. 
Dillard Girls Basketball has won 5 state titles in the last 8 years.
Brandon Wrestling has won 17 straight state titles.

Do schools find it hard to balance success in multiple sports (especially team sports)?
Are the resources/talent only so much that a school can only be consistent winners in a couple of sports instead of the entire program?
I know the all-sports trophy is supposed to reward schools for outstanding overall performance, but for many it always just comes down to football.

Let me use to move to the idea that there needs to be a LazIndenx/Pinkos for other sports like basketball, baseball, softball, soccer, and volleyball.  I know MaxPreps does something like it, but it never seems to be the same level of accuracy as Laz/Pinkos.

I also think the idea the idea of a "Tournament of Champions" between the state champions would be a great idea, especially in the individual sports like Tennis, Swimming, Cross Country, Track, and Wrestling.

I don't think they could do tournament of champions for football but the other sports can
