He was an all-state selection and helped lead his team to a state title game.  He played at a Power 5 school in college, where he was voted Conference Player of the Year.  He was also runner-up for the Heisman Trophy.  Despite those honors, he was undrafted and never played in the NFL

Who is he and where did he play hs ball?

Tommy Frazier  - Manatee HS/Nebraska

There are actually 2 correct answers!   One is Tommie Frazier of Manatee High School.  He led Manatee to a state title as a sophomore in 1989, was a 2-time first team All-state selection, and was a USA Today All American in 1991.

At the University of Nebraska, he was the Big 8 Offensive Player of the Year and consensus All-American in 1995, as well as runner-up in the Heisman Trophy voting behind running back Eddie George of Ohio St.  Many thought Frazier should have won.

Due to health issues, he was not drafted in the NFL.  He served for a time as an asst coach at Baylor University.

Good job Hwy17!

Who is the other famous FL hs qb who meets the criteria above?

It is Brad Banks of Glades Central.  The All-State qb led his Raiders to the 1997 4A title game.  In 2002, his senior season at the University of Iowa, he threw for over 2500 yards, was voted Big 10 Player of the Year, was the Davey O'Brien award winner for the nation's best qb, and was runner-up in the Heisman Trophy voting to Carson Palmer of USC.  He played for 6 years in the Canadian Football League.
