Ok smacked and ready to go. I think after rounds 1 and 2 when there is only 8 posters left, we can stop the head to head and eliminate the bottom four posters in round 3. That way there will be 8 posters fighting for 4 spots in the semi finals, and every point matters. Tiebreaker still goes to the higher seed. 
 

The State Semi Finals will be 4 posters and the 2 best of the 4 will make the finals. 
 

That way you are going against more than just one clown
